DESPITE HAVING SUBJECT VEHICLE SERVICED BY A DEALERSHIP UNDER RECALL 13V385, THE LOWER INTERMEDIATE SHAFT DEVELOPED A CORROSION DEFECT AFTER FOUR YEARS WHEREIN IT BECAME DIFFICULT TO STEER THE VEHICLE AT LOWER SPEEDS AND A LOUD CLUNKING NOISE WAS AUDIBLE FROM WITHIN THE CABIN EVERY TIME THE TOP OF THE STEERING WHEEL PASSED THE 6 O'CLOCK POSITION. OWNER INVESTIGATED: UPPER UNIVERSAL JOINT AT THE BOTTOM OF THE LOWER INTERMEDIATE SHAFT WAS BEGINNING TO SEPARATE, SHIFTING OUT OF PLACE APPROXIMATELY 3/16THS OF AN INCH WHEN STEERING WHEEL WAS IN THE 6 O'CLOCK POSITION BEFORE SLAMMING BACK INTO PLACE CAUSING A LOUD 'CLICK' WHICH REVERBERATED INTO THE CABIN THROUGH THE STEERING COLUMN AND SOUNDING MUCH WORSE. VEHICLE WAS TAKEN TO RECALL SERVICING DEALERSHIP; RECALL 13V385 WAS ONLY WARRANTIED FOR 3 MONTHS OR 5000 KILOMETRES (3125 MILES). OWNER WAS CHARGED $888.31 CAD ($675.95 USD) FOR REPAIRS ON A RECALL PART EXPERIENCING THE SAME CONDITIONS FOR WHICH THE RECALL WAS ISSUED. OUR VEHICLE, A 2005 CROWN VICTORIA USED TO TRANSPORT BLIND AND ELDERLY. VEHICLE WAS RECALLED UNDER CAMPAIGN #15S39 TO REPAIR A POTENTIALLY DEFECTIVE LIGHTING CONTROL MODULE. LIGHTS WERE WORKING PERFECTLY AT TIME OF RECALL. FORD DID NOT REPAIR OR REPLACE MODULE, BUT THEY INSTEAD BYPASSED A FUNCTION OF THE MODULE BY HACKING/SPLICING INTO THE ORIGINAL WIRING HARNESS AND ADDING AN EXTERNAL RELAY. TRULY A BAND-AID. NOW, LESS THEN A YEAR LATER. LIGHTS HAVE FAILED COMPLETELY. FORD TECHNICIANS BLAME FAULTY LIGHTING CONTROL MODULE. FORD REFUSES TO REPLACE MODULE, STATING THAT THE WARRANTY PART IS WORKING CORRECTLY, ONLY THE ORIGINAL (SUBJECT OF THE RECALL) PART HAS FAILED. AGAIN, FORD DID NOT ACTUALLY REPAIR THE CAR THE FIRST TIME, THEY ONLY BYPASSED THE LIGHTING MODULE. THERE IS ANOTHER RECALL ON THIS VEHICLE INVOLVING THE INTERMEDIATE SHAFT FOR THE STEERING COLUMN. I ASKED IF THEY PLAN TO 'FIX' IT BY SPLINTING WITH TWO POPSICLE STICKS AND RUBBER BANDS, THEN REFUSE TO HONOR THE REPAIR WHEN THE ORIGINAL SHAFT FAILS. THE CUSTOMER SERVICE REPRESENTATIVE FAILED TO RESPOND.

I HAVE TRIED GETTING THE FORD DEALERSHIP TO CALL ME BACK, AND I CAL EVERYDAY AND THEY TELL ME THEY WILL CALL ME THE NEXT DAY, AND STILL NOTHING. NOW MY CAR HAS 127,000 MILES ON IT AND THEY STILL HAVE NOT FIXED THE PROBLEM, AND FORD SAYS THAT IT'S OUT OF WARRANTY. HOW IS A 3,000 MILE RECALL WARRANTY EVEN REMOTELY A GOOD IDEA? I WORK 7 DAYS OF THE WEEK AND I HAD TO BUY ANOTHER GRAND MARQUIS TO DRIVE WHILE I WAIT FOR THESE SOB'S TO CALL ME AFTER ALL THIS TIME, I VERY RARELY DRIVE AT NIGHT AND WOULD HAVE NEVER NOTICED THIS IF I HAD NOT WENT OUT TO PICKUP MY FAMILY MEMBER AFTER 8PM.

IN THE PROCESS OF TURNING THE WHEEL, THE STEERING WAS SUDDENLY NORMAL, THEN VERY DIFFICULT, NORMAL, THEN DIFFICULT, AS IF IT WERE BEING INTERMITTENTLY HIT. I OPENED THE HOOD AND FOUND THE LEFT HEADER HEAT SHIELD, OPPOSITE OF THE STEERING SHAFT, SEPARATED FROM ITS NORMAL POSITION AND WAS LODGED BETWEEN THE STEERING SHAFT AND THE HEADER. THE HEAT SHIELD WAS HEAVILY CORRODED. I TOOK A PHOTO OF IT IN ITS LODGED POSITION. I THEN REMOVED THE HEAT SHIELD AND ATTEMPTED TO MOVE THE STEERING WHEEL. IT TURNED FREELY AND NORMALLY. DUE TO MY LOCATION, I HAD TO DRIVE THE VEHICLE (WHICH APPEARED DRIVE-ABLE) FOR ANOTHER HOUR TO MY HOUSE.THE VEHICLE HAS ALREADY BEEN FIXED BY THE RECALL INVOLVING THE STEERING SHAFT REPLACEMENT, AND HAS BEEN DRIVEN FOR MANY MONTHS SINCE THEN. THE STEERING SHAFT IMPACTED THE HEAT SHIELD MULTIPLE TIMES, COLLAPSING PART OF THE HEAT SHIELD AND LEAVING SURFACE MARKS ON THE STEERING SHAFT. I RETURNED THE THE CAR TO FORD TO BE REPAIRED,THE NEXT DAY I WAS INFORMED THAT FUSE F23 WAS MISSING AND WHEN IT WAS REPLACED IT RESTORED SERVICE TO MY LIGHTS. FUSE F23 HAS NO BEARING ON TAILLIGHTS TURNSIGNAL OR STOP LIGHTS .TURN SIGNALS ,BRAKELIGHTS ARE ON DIFFERENT CIRCUITS AND CANNOT BE PROTECTED BY THE SAME FUSE.ALSO FORD IS USING THE EXCUSE THAT THE RECALL ONLY COVERS THE HEADLIGHT FAILURE, IT IS MY POSITION THAT FORD IS RESPONSBILE FOR THE MODULE AND THE RELATED REPAIRS IE FUSE REPLACEMENT. IT IS OBVIOUS THE TECH FAILED TO PROPERLY INSTALL THE THE PLUG INTO THE MODULE CAUSING THE TAIL,TURN,AND STOP LIGHTS TO FAIL AFTER 2 DAYS. HE SAID HE SPOKE TO THE RECALL CENTER AND THE REASON THEY GAVE WAS BECAUSE THIS RECALL WAS ISSUED IN 2013 AND I DIDN'T RESPOND IN TIME. I DID NOT RECEIVE A LETTER AND IF I DID, I CERTAINLY WOULD'VE RESPONDED IN A TIMELY WAY. THEN I SPOKE TO THE RECALL CENTER AND ARGUED THAT THIS UPPER COLUMN PROBLEM IS A DIRECT RESULT OF THE LOWER COLUMN SHAFT; TO WHICH I WAS TOLD THAT TYPICALLY FORD ONLY COVERS WHAT'S EXPLICITLY DETAILED IN THE RECALL NOTICE. ALSO, I WAS TOLD, THE REASON FOR MY ISSUES WITH THE LETTER MAY BE BECAUSE THE NJ MVC HAS BEEN SLOW IN DISSEMINATING DRIVER INFORMATION TO CAR COMPANIES. IF THAT'S THE CASE, IT'S ABSOLUTELY UNFAIR AND UNREASONABLE TO HOLD ME RESPONSIBLE FOR A BUREAUCRATIC ISSUE OF COMMUNICATION. I WAS RESPONDING AS A VOLUNTEER AMBULANCE EMT FROM MY RESIDENCE TO THE FIRE STATION FOR AN EMERGENCY CALL WHEN THE STEERING LOCKED UP. I TRIED TO TURN THE STEERING WHEEL BACK AND FORTH WHILE APPLYING THE BRAKES AND IT BEGAN TO STEER AGAIN. I CONTINUED TO THE STATION ABOUT 3/4 MILE AWAY, MADE THE AMBULANCE CALL. UPON COMPLETION OF THE CALL I LIFTED THE HOOD AND OBSERVED THE LOWER JOINTS OF THE STEERING SHAFT WERE RUSTY AND CORRODED. I SPRAYED THE JOINT WITH WD-40 AND TURNED THE STEERING BACK AND FORTH. IN PREPARATION FOR A TRIP TWO DAYS LATER I WAS CHECKING THE VEHICLE AND FOUND THE "EXHAUST HEAT SHIELD" LYING ON THE FRAME BETWEEN THE ENGINE AND FRAME. IT WAS THEN I FIGURED THE PART HAD COME OFF AND JAMMED BETWEEN THE STEERING SHAFT AND THE FRAME CAUSING A MOMENTARY LOSS OF STEERING CONTROL. I HAVE NOT REPLACED THE HEAT SHIELD. AFTER A FACTORY RECALL REPLACEMENT OF THE LOWER SHAFT RESULTED IN THE CAR STEERING LIKE NEW WITH VERY LITTLE EFFORT FOR A MONTH OR SO. I THEN NOTICED THE STEERING SEEMED TO BIND AGAIN AT TIMES. I LOOKED AND THE UPPER STEERING SHAFT IS CORRODED SO I SPRAYED THE U JOINT CONTAINED IN THE UPPER SHAFT WITH LUBRICANT. I CONTACTED THE DEALER WHO SAID THE UPPER SHAFT WAS NOT PART OF THE RECALL SO I CALLED FORD AND WAS TOLD THE SAME THING. THE UPPER SHAFT JOINT IS EXPERIENCING THE SAME FAILURE AS THE LOWER SHAFT. CORROSION IN THE U JOINT IS CAUSING THE NEEDLE BEARINGS TO NOT OPERATE PROPERLY RESULTING IN MORE DIFFICULT TURNING OF THE STEERING. I LUBRICATE THE JOINT AT TIMES. I BELIEVE THE "UPPER STEERING SHAFT" SHOULD BE INCLUDED IN A RECALL DUE TO CORROSION EFFECTING THE PARTS DUE TO DESIGN NOT SUFFICIENT TO PREVENT CONTAMINATES FROM ENTERING THE STEERING U JOINTS. IT HAD RUSTED OFF THE BOLTS AND FELL IN BETWEEN WHILE I WAS IN MOTION. THE 2005 I KNOW OWN AND PURCHASED IN SEPT, AFTER DRIVING IT ALL THE WAY FROM HUDON, I OPENED THE HOOD WHEN I GOT HOME AND NOTICED HALF OF THE HEAT SHIELD IN THE SAME SPOT. THE OTHER HALF WAS GONE. I WOULD SAY IF THIS WERE TO HAVE GOTTEN LODGED IN A VEHICLE THAT HAS THE STEERING KNUCKLE RUST AND FAILURE, IT COULD EASILY BREAK THE KNUCKLE WHILE YOU ARE TRYING TO STEER THE VEHICLE SEEING THE SHIELD IS CONCAVE IN SHAPE AND DOES NOT COLLAPSE. I WOULD CONSIDER THIS A PRIORITY ITEM TO CHECK ON ALL 2005-2008 POLICE INTERCEPTOR CROWN VICS BECAUSE IT IS THE MOST USED POLICE VEHICLE DURING THIS TIME PERIOD. JUST A SUGGESTION. I TOOK THE CAR TO THE GARAGE AND I PAID $800.00 FOR THE MAINTENANCE. I USED THE CAR FOR A TAXI CAB. AGAIN I HAVE ANOTHER PROBLEM WITH THIS CAR. PAINT DEFECT: BUBBLING AND PEELING. PAINT APPLIED WITHOUT APPLYING PRIMER TO ADHERE PAINT. THE 2005 LX MODEL WAS PURCHASED IN 2006. THE VEHICLE STANDS CURRENTLY AT 71,000 MILES. STRUCTURE PAINT BEGINS TO BUBBLE AND PEEL OFF. VEHICLE HAS NEVER BEEN INVOLVED IN ANY ACCIDENTS AND NEITHER HAS IT INCURRED ANY STRUCTURAL DAMAGES. APPROXIMATELY 6 MONTHS AGO THERE WAS A NOTICE PAINT MISSING, THE SHAPE WAS ROUND AND DIME SIZE ON THE HOOD AND ROOF OF THE VEHICLE. FURTHER INVESTIGATION INDICATED THAT THE PAINT HELD NO PRIMER UNDERNEATH IT TO ADHERE PAINT TO THE STRUCTURE OF THE VEHICLE. WHEN THE VEHICLE WAS PUT ON A FREEWAY UP TO POSTED SPEEDS OF 65 MPH, THE DIME SIZE ROUND AREAS BEGIN TO SHED MORE PAINT. THIS SEEMS TO BE A FACTORY BLEMISH THAT NEEDS TO BE ADDRESSED. I HAVE REPAINTED THE HOOD, AND FURTHER INVESTIGATION HINTS THAT THE ENTIRE CAR HAS HAD PAINT TO BARE METAL APPLIED WITHOUT THE USE OF PRIMERS TO SECURE ANY PAINT THAT MAY HAVE BEEN APPLIED. INTERIOR DASH LIGHTS WORKED NORMALLY. IT GOT TO THE POINT IN A 5 MILE TRIP, AT NIGHT, MY DRIVING LIGHTS WERE OFF MORE THAN THEY WERE ON WITHOUT ME HAVING TO ENGAGE THE HIGH BEAM LAMPS FOR DRIVING. EXTREMELY CONGESTED AREAS THAT I DRIVE IN SO THE ENGAGING THE HIGH BEAMS ALL THE TIME CAUSED A SAFETY HAZARD NOT ONLY FOR ON COMING DRIVERS BUT FOR ME AS WELL. IT IS EXTREMELY HARD TO DRIVE A FULL SIZE CAR LIKE MINE WHILE KEEPING THE HIGH BEAMS ENGAGED. THE INTEGRATED CONTROL MODULE (ICM) HAD TO BE REPLACED TO FIX THE PROBLEM. THIS IS HARD TO BELIEVE GIVEN THE FACT THAT MY CAR HAD LESS THAN 42,000 MILES ON IT AT THE TIME. THE CAR HAD NOT BEEN INVOLVED IN ANY DAMAGE CAUSING WRECKS. MY PERSONAL MECHANIC WHO HAS MORE THAN 50 YEARS OF EXPERIENCE REPAIRING FORDS ALSO HAD NEVER SEEN THIS HAPPEN BEFORE. FORD DID NOT GRANT ME ANY DISPENSATION AND I PAID FOR THE REPAIR ($1381.75). WHEN I CALLED FORD THEY SAID THERE WAS NOTHING THEY COULD DO AND COULD NOT GIVE ME THE NAME OF ANYONE IN THE COMPANY THAT I COULD SPEAK WITH FURTHER ABOUT THIS. MY CALL WAS ANSWERED BY A SERVICE COMPANY IN FLORIDA AND THEY APPARENTLY HAVE NO INFORMATION ABOUT WHO AT THE FORD COMPANY HEADQUATERS I COUOLD ADDRESS THIS ISSUE TO. AFTER LEAVING THE FORD DEALERSHIP, I PROCEEDED DOWN THE ROAD TO MEET A FRIEND FOR LUNCH. THE RESTAURANT WAS JUST A FEW MILES FROM THE FORD DEALERSHIP. I PULLED INTO THE ENTRANCE TO THE CASINO/RESTAURANT AND STOPPED AT A 4 WAY STOP. AFTER REMOVING MY RIGHT FOOD FROM THE BRAKE AND BEGINNING TO PROCEED, THE ENGINE ACCELERATED ON ITS OWN AT A VERY HIGH RATE. I ATTEMPTED TO STOP THE VEHICLE BY USING THE BRAKES BUT THIS HAD NO EFFECT IN STOPPING THE CAR. OUT OF COMPLETE DESPERATION, I THREW THE CAR IN PARK AND TURNED THE ENGINE OFF. AFTER CALMING DOWN FOR A FEW MINUTES, I RESTARTED THE ENGINE WITH MY FOOT ON THE BRAKES. WHEN I PUT THE CAR IN DRIVE, THE CAR ONCE AGAIN BEGAN FULL ACCELERATION. I AGAIN THREW THE CAR IN PARK AND TURNED THE ENGINE OFF. I NOTICED DURING THIS SECOND INCIDENT THAT THERE WERE NUMEROUS LIGHTED SYMBOLS THAT CAME ON THE DASH. WHILE MERGING FROM A SECONDARY ROAD THE 2005 FORD CROWN VICTORIA (POLICE CAR) ACCELERATED SUDDENLY WHICH CAUSED THE DRIVER TO LOSE CONTROL OF THE VEHICLE. *NM ACCELERATION CONTINUED AND THE VEHICLE DID NOT RESPOND DESPITE THE BRAKES BEING APPLIED. THE VEHICLE SWERVED OUT OF CONTROL, STRUCK A MEDIAN AND DROVE OFF THE ROAD INTO A SNOW BANK. THE VEHICLE SUSTAINED FRONT END DAMAGE AND A BENT FRAME. *NM

Ford is recalling certain model year 2005-2011 Ford Crown Victoria (including Crown Victoria Police Interceptors), Mercury Grand Marquis, and Lincoln Town Car vehicles. The affected vehicles are currently registered or were originally sold in Connecticut, Delaware, the District of Columbia, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, and Wisconsin. Severe corrosion can seize the lower intermediate shaft which may cause the upper intermediate shaft to collapse and the steering column lower bearing to separate.

A separate service campaign applies to vehicles in non-corrosion states not addressed by this safety recall. Owners of these vehicles should contact Ford directly about these vehicles. The prior repairs may not have been correctly performed.
