Who decides that a car is recalled?
Sometimes the manufacturer finds the defect itself and issues a voluntary recall. Other times NHTSA opens an investigation after complaints from owners and orders the manufacturer to put it right.
Either way the repair is free, and the campaign stays open until the work is done — including for a car that has since changed hands, which is why it is worth checking a second-hand 2018 car before you buy.
